The Vorgangspassiv (process passive) describes an action and is formed with werden + Partizip II: « Die Emissionen werden reduziert. » The agent, if mentioned, takes von (+ Dativ): « Das Gesetz wird von der Regierung verabschiedet. » In the modal passive, the modal is conjugated and werden becomes an infinitive at the end: « Alte Heizungen müssen ersetzt werden. » This impersonal register is typical of reports and policy texts.
