When a relative clause needs a preposition, the preposition stands before the relative pronoun, whose case it governs: « das Problem, gegen das wir kämpfen » (gegen + Akkusativ), « die Beratungsstelle, an die sich Betroffene wenden » (an + Akkusativ). For things, you may also use a wo(r)-compound: « das Thema, worüber wir sprechen ». Notice the verb stays at the end of the relative clause.
