« Cui » replaces « il quale » after prepositions: « il problema di cui parliamo » (the problem we're talking about), « la ragione per cui » (the reason why). « Il/la cui » expresses possession (whose): « il divario le cui conseguenze… ». « Il quale / la quale / i quali / le quali » is a more formal alternative that marks gender and number: « le politiche dalle quali dipende molto ».
