Impersonal expressions of necessity, importance and probability take the congiuntivo: « bisogna che impari » (one must learn), « è importante che rispettino » (it's important they respect), « pare che gestisca » (it seems they manage), « è meglio che vada ». When there is no specific subject, use the infinitive instead: « bisogna staccare la spina » (one must switch off).
