$$\tau = RC = 100 \times 100\times10^{-6} = 0.01 s = 10 ms$$
$$Q(\tau) = C\mathcal{E}(1 - e^{-1}) = 10^{-4} \times 10 \times (1 - 0.368)$$
$$Q(\tau) = 10^{-3} \times 0.632 = 6.32 \times 10^{-4} C$$
