(a) Mild/controlled oxidation:
$$CH_3CH_2OH \xrightarrow{[O]} CH_3CHO \xrightarrow{[O]} CH_3COOH$$
With acidic $K_2Cr_2O_7$ (excess): $Acetic acid (CH_3COOH)$
(b) Alkaline $KMnO_4$ (hot):
$$CH_3CH_2OH \xrightarrow{KMnO_4/OH^-} CH_3COOK^- \rightarrow CH_3COOH (on acidification)$$
$$Acetic acid in both cases (vigorous oxidation)$$
