Let oxidation state of Co = $x$:

$$x + 2(0) + 2(-1) = +1 \Rightarrow x = +3$$

IUPAC name: Dichlorobis(ethane-1,2-diamine)cobalt(III) ion

Isomers: cis (violet) and trans (green) — geometrical isomerism exists.

$$Co is in +3 oxidation state; exhibits geometrical isomerism$$
